DESCRIPTION OF MAJOR DUTIES

Conduct quantitative research, statistical and data modeling and analysis to facilitate and support DLGS/DCA policymaking and enforcement. Gather, extract and analyze data regarding pending legislation and regulatory guidance. Researches the economic impact of Federal and State programs and legislation. Spearhead the calculation and distribution of municipal state aid from funds including $130 million in Consolidated Municipal Property Tax Relief Aid (CMPTRA), $1.3 billion in Energy Tax Receipts (ETR), $75 million in Municipal Relief Fund (MRF) Aid, and $6.5 million in Garden State Trust Aid. In consultation with DLGS/DCA staff and, where appropriate, other State agencies, formulate Best Practice Inventory questions relevant to statutory/regulatory compliance, fiscal accountability, and transparency in municipal government while also facilitating DCA's evaluation of municipalities' various priorities and capacities. Tabulate and post survey results. Draft Local Finance Notices issued on debut of the annual inventory, GovConnect notices, and such other instructional documents as necessary. Make recommendations and work with management in determining how Best Practice Inventory survey results should inform DCA enforcement priorities, outreach, program design and allocation of grant dollars.

Possession of a master's degree in economics, Statistics, Industrial Relations, Public Administration, or Business Administration from an accredited college or university, including or supplemented by twelve (12) graduate credit hours in Economics. NOTE: A Doctorate's degree in economics is required for promotion, or type of appointment to the next higher level, Research Economist 4 Three (3) years of comprehensive, technical research and analysis experience in the field of economics or a closely allied field having a strong economics orientation and which shall have included satisfactory completion of at least one (1) independently conducted economic research project of professional quality. NOTE: A master's thesis or other reports related to the academic program will not be considered fulfillment of the research project requirement. NOTE: A Doctorate degree in Economics in an area which may include a majority of coursework related to economics may be substituted for indicated experience and research project.
