DESCRIPTION OF MAJOR DUTIES

Serves as the Director of the Department’s Office of Fiscal Services which provides administrative support services to the many divisions/offices within the Department, focusing on budgets, accounting, procurement, revenue and grant accounting; Represents the Department in budgetary and accounting matters to other agencies, the Department of the Treasury and the Office of Management &Budget (OMB); Prepares the technical budget and advises the Commissioner and division/office managers on its status; prepares budget briefing materials and attend briefing meetings and budget hearings; Supervise professional and technical staff charged with the responsibility of analyzing spending, monitoring revenue collections, processing fiscal and procurement transactions and grant accounting; Enforces compliance with State fiscal policy and State procurement laws and regulations; Develop, implement and enforce department fiscal and procurement policies and procedures; monitor, analyze and report on the utilization of program budgets and Full Time Equivalent (FTE) and revenue collections; other related duties as required.

Graduation from an accredited college or university with a Bachelor's degree in Economics, Finance, Business Administration, Accounting, or Public Administration, with a minimum of (21) semester hour credits in finance, economics, and/or accounting courses. Six (6) years’ experience in work involving fiscal management. The experience should include work in public finance, auditing, budgeting, or accounting. Two (2) years of the required experience shall have been in a supervisory capacity.

LICENSE: Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Note: A general Bachelor’s degree supplemented by a minimum of twenty-one (21) semester hour credits in finance, economics, and/or accounting courses and two (2) years of work in public finance, auditing, budgeting, or accounting may be substituted for the specific degree requirements for all levels. Note: A valid New Jersey certificate as a Certified Public Accountant or a registration as a Public Accountant issued by the New Jersey State Board of Public Accounts may be substituted for the Bachelor's degree.
