DESCRIPTION OF MAJOR DUTIES

Under the supervision of a Unit Head, provide fiscal and programmatic support to the unit in implementing grant programs, from pre-application through contracting, project implementation and closeout. Each grant program requires the supervision and management of all guidance documentation, internal operating procedures that include the review of applications, how grants will be awarded, procedures on collection of progress reports, disbursements of funds guidance, follow-up, and closeout procedures. Ensure compliance with State and Federal regulations and guidelines through technical assistance, timely and effective contract management, review of applications and grantee training. Provide technical assistance to grantees during the entire life span of an application and the subsequent grant contract: Provide technical assistance during the application process. Review assigned applications and provide technical assistance to grantees on required modifications. Work with applicants to finalize applications and provide funding recommendations to unit staff. Upon application approval, work with staff in the creation of grant contracts in SAGE. Facilitate contract execution and grant implementation, including creation of advances. Maintain ongoing contact with grantees during contract term ensuring grantee meets all contract provisions and deadlines. Conduct monitoring pursuant to requirements of the funding stream, and provide written reports as required. Review, process, and provide grantees with technical assistance on grant revisions and amendments. Ensure agencies maintain up-to-date databases on contract performance measures. Ensure grantees provide required program documentation within a timely fashion. Ensure agencies implement required policies and procedures. Establish and maintain relationships with assigned grantees; schedule and conduct meetings with grantees as required by funding source.
REQUIREMENTS

Graduation from an accredited college or university with a Bachelor's degree. Two (2) years of experience involving contract/grant work, project financing, construction management, fiscal administration, social service administration, and/or budget and management operations of a government or business entity, at least one (1) year of which shall have involved responsibility for some aspect of contract/grant administration. NOTE: Applicants who do not possess the required education may substitute experience as indicated on a year-for-year basis. NOTE: A Master's degree from an accredited college or university in Accounting, Finance, Business Administration, Public Health, Public or Hospital Administration or Social Work (with concentrations in Health, Administration, or Social Policy) may be substituted for one (1) year of the basic experience. (There is no substitution for the one (1) year of experience involving responsibility for some aspect of contract/grant work.)
