DESCRIPTION OF MAJOR DUTIES

Under the direction of the Director of Data Center Administration and/or other supervisory staff within the Division of Housing and Community Resources (DHCR) Data Center, the Data Architect 1 (Data Engineer) is responsible for designing, implementing, and maintaining the Divisional Data Warehouse environment in support of DHCR’s housing and community resources programs. The selected candidate will serve as the primary engineer responsible for building and operating the Division’s Databricks-based data platform, including the ingestion, transformation, integration, and storage of data from multiple program systems into a governed, well-documented data warehouse / lakehouse environment. This position will work closely with program staff, data analysts, and leadership to ensure that data assets are accurate, timely, secure, and optimized for analytics, reporting, and dashboards that support program operations and decision-making. Examples of Work / Duties Include, but Are Not Limited To: • Designs, builds, and maintains scalable data pipelines and ETL/ELT processes in Databricks (e.g., PySpark, SQL, workflows/jobs) to ingest, cleanse, transform, and integrate data from a variety of internal and external sources into the Divisional Data Warehouse. • Develops and maintains logical and physical data models, including star schemas and other structures appropriate for analytics, dashboards, and self-service reporting. • Implements and manages a bronze / silver / gold data architecture or similar layered approach to standardize how raw, cleaned, and curated data are stored and accessed. • Designs, configures, and optimizes Delta tables and other Databricks artifacts to ensure performance, reliability, and cost-efficient storage and compute. • Collaborates with data analysts, program staff, and leadership to understand business requirements and translate them into robust data engineering solutions that support program performance measurement, compliance, and operational reporting. • Implements data quality checks, validation routines, and monitoring processes to ensure data accuracy, completeness, and consistency across the data warehouse. • Works with DHCR’s data governance framework to document datasets, metadata, business rules, and data lineage, and to support appropriate access controls and security practices. • Supports the integration of the Divisional Data Warehouse with downstream tools (e.g., dashboards, reports, APIs, and other analytic products) and assists in troubleshooting and performance tuning. • Participates in planning, architecture, and prioritization discussions related to DHCR’s enterprise data environment and contributes to standards, best practices, and reusable patterns for data engineering. • Performs other related duties as required to support the DHCR Data Center’s data management, analytics, and digital transformation initiatives.

REQUIREMENTS: NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Seven (7) years of professional experience in systems analysis and design, data modeling, and/or data warehousing solutions delivery, one (1) year of which shall have been primarily in logical data modeling. OR Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience, one (1) year of which shall have been primarily in logical data modeling. OR Possession of a bachelor's degree in computer science or computer/information technology; and two (2) years of the above-mentioned professional experience, one (1) year of which shall have been primarily in logical data modeling. OR Possession of a master's degree in computer science or computer/information technology; and two (2) years of the above-mentioned professional experience, one (1) year of which shall have been primarily in logical data modeling. OR Possession of a bachelor's degree in computer or computer/information technology plus a master's degree in computer science or computer/information technology; and one (1) year of professional experience which shall have been primarily in logical data modeling. OR Possession of an associate's degree in computer science or computer/information technology; and five (5) years of the above-mentioned professional experience, one (1) year of which shall have been primarily in logical data modeling. NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

Preferred Skills and Experience: • Demonstrated hands-on experience with Databricks (or similar cloud-scale data engineering platforms) using PySpark and/or SQL for building production data pipelines. • Experience designing and implementing data warehouses, data lakes, or lakehouse architectures, including dimensional modeling and ETL/ELT best practices. • Familiarity with modern version control and DevOps/CI-CD practices for data engineering (e.g., Git-based workflows, environment promotion). • Experience with Oracle Database is a plus. • Knowledge of data governance, data quality, and metadata management concepts in a government or highly regulated environment. • Proficient in optimizing cloud compute and storage through cluster configuration and workload tuning. • Strong communication skills and ability to work collaboratively with non-technical program staff to understand business needs and explain technical concepts in plain language.
